Brazilian full-back Gilberto is determined to force through a move from Hertha Berlin in the January transfer window.
Gilberto is out of contract at the end of the season and has been unable to agree terms over a new deal.
Spurs are already reported to have held initial talks over a move, with the 31-year-old eager to get leave the Bundesliga club.
Gilberto told Bild: “It is all in the hands of Dieter Hoeness (Berlin’s general manager). If he says I may go, I am away.”
It has been reported that Hertha have been unable to match the player’s demands, which amounted to a new contract worth €10m.
Hoeness said: “Our entire recruitment budget for the winter break would be taken up meeting Gilberto’s demands.”
