Mario Monti, the EU Competition Commissioner, has reached a provisional agreement with the Premier League over the sale of television rights.

“The Premier League has committed to significant changes to its bidding policy,” Monti told a news conference at the European Parliament.

Monti said a final deal would be determined after a public consultation over the deal, had taken place.

The European Commission, which seeks to prevent business cartles, launched an investigation after the Premier League sold the rights to all live Premier matches to BSkyB.
