Belgium and Holland have submitted a joint bid to host the 2018 World Cup.
The two countries, co-hosts of the 2000 European Championship, will face competition from England, which last month announced it would bid for the event shortly after FIFA ended its policy of rotating the tournament among continents.
The United States, China, Australia, Mexico, Russia and Spain also have indicated interest in hosting the finals.
“It says everything about the popularity of football in general and the FIFA World Cup in particular that we already have concrete proposals for the 2018 World Cup,” Blatter said.
